Not everyone can be revived. Mel said something about her not bringing Jon back but the Lord of Light did and it must have been for a reason. she could say the words, but according to her it's up to the lord of light.

But its all about "Lord of Light does things for a reason". The theory is LL brought back Beric so that one day Mel would see this happen and know that it's possible. Then Mel could bring back Jon who might be the prince that was promised.Doesn't really show any consistency as to who is brought back. We only have examples of two people being brought back.
I remember Thoros saying he didn't even believe in it, but when his friend Beric Dondarrion was killed he just tried it to see what would happen. Doesn't seem like there is a science to it at all. The lord of light isn't giving the priest or priestess any real insight into who is worthy or not. Beric did his on a whim, and Mel only did it because Davos told her to.
