Not even sure, it was a mission where we hda to kill jurors, like 10 of them and ended up with 20k. I think it was cause the guy who sent out the invite was OD leveled up, I think it was Eazy, ask him

You need both though. Some mods are unlocked by winning and some come from ranking up. I've read that motorcycle races unlock all vehicle mods but I haven't tried it yet
