I have done this with a few of my pairs of shorts as the waistband was a bit tight, I didn't want to size up as then the shorts look too baggy: Wash them on a cold wash then when wet stretch them out over the bottom of a bucket or laundry basket (any suitable round object) and leave for 48 hours. Got a good 1/2 inch to full inch stretch into mine.
