We have a bit like that here where they built a mile long road joining the highway to an existing road - and technically that part isn’t covered by the city (who cover everything inside the road around the city) and the Highways people (who look after everything outside the city) - so a couple of years ago we had a lot of snow and everything was fine except that part which was under a foot of snow for weeks while they argued. There was like a perfect line where the plows and salt trucks stopped.

It was so pretty that it was fantastic. Caused hours of traffic over practically nothing.
