If they want to be part the US of A, the greatest country that ever existed, they need to adopt our American culture and traditions. No more speaking British English or international flights to foreign lands (why would anybody want to leave America?). Only American food at the dinner table and GASOLINE in our vehicles and COAL running through our veins. Can you do that, District of Columbia? Cuba is not a free and open democracy. So coming from Kristol you get the implication he means the US should "liberate" them, instead of waiting until circumstances change where the citizens of Cuba can decide their fate at the ballot.
