I don't think you can really do that in the defense technology sector especially when their competitors (Boeing, Lockheed and NGC) are actively moving jobs overseas for the same reasons as well as offset obligations. Also, I'm sure UTC offers unique value proposition for their research so it wouldn't be as easy as just replacing them
You let those contracts run their course in a worst case, and when they are up screw them anyway.. Even if the competitor is doing the same thing.
You could even go on the positive side, and say we have some other contracts in the future that you can have if you keep these jobs here.
But to keep only half, and give in to their every demand, when you're talking a sliver of savings in their total revenue, and you have some leverage is not only a terrible negotiation job by The Art of the Deal, but a terrible precedent.
