Another factor is that coal mining pays decently well for someone with no job skills or other training. It's basically what you do if you aren't able to find a real profession or job. We could call it welfare for able-bodied 20-year-old white males.
Of course, when you factor in the job risks and long-term health risks of coal mining, the benefits of the elevated salary are diluted a bit.
