When it comes to North-Korea however, she's all on board with strong sanctions in spite of the economic situation of people living in NK. In 2016, Gabbard had a secret meeting with Assad.

However, when it comes to ISIS in Syria, that is clearly not the case. Instead, she parrots the Assad-Russian talking point that the Kurdish allies in the fight against ISIS are all terrorists. To be clear, some of the Kurdish groups do have links to terrorist organizations but they are by no means all terrorists. The whole point of using proxy forces in the first place is so they do the fighting for you.
When Russia joined the war in Syria at the request of Assad, Gabbard came out in support of the Russia's bombing and claimed the targets were all terrorists. Her view lined up perfectly with Assad and the Kremlin's talking points.

Tulsi also tried to whitewash the 2002 anti-muslim Gujarat riots, which resulted in at least 1000 deaths.
Modi declared that Pakistan's intelligence services were behind the riots. In the heat of the riots, Modi did nothing to prevent his own party from organizing a statewide 3 day strike that drastically increased the casualty rate.

She had some pretty harsh words for Pakistan, however her response to India revoking the Kashmir region's autonomy, there was little to no criticism from her. Kashmir has a majority muslim population and president Modi's views and actions towards Indian muslims speak for themselves.
