In other words, when the WH lifted the hold on September 11, they had:
-A commitment from Zelensky that he would bow to their demands
-Been informed of the whistleblower complaint, which has since been corroborated by witnesses' sworn depositions


Zelensky did not follow through. Reuters reported the lifting of the hold on September 12.

The false statement and obstruction charges seem pretty locked in but he may have a shot at beating the witness tampering charge.
