It seems Trump pardoned Duncan Hunter but not Hunter's wife. They were both part of the criminal conspiracy and Duncan pleaded guilty after his wife pleaded guilty and spilled the beans on the crimes. I remember Duncan initially tried to blame the crimes on his son, and subsequently his wife. That's when his wife pleaded guilty and decided to cooperate.
So it looks like Trump just pardoned the husband and left the wife, who snitched on her husband, in the dust

if you actually read the bill, it says the felony charges are not for civilians but rather for companies illegally streaming content and profiting from them.
