So do you or don't you power up a Pokémon before you evolve it?

I think its better to power up before because of the evolution multiplier.

you can, but most are saying don't until you are lvl 20+I feel like you should power up before you evolve

Yes you will see and can catch it no matter what level you are.
Each level will vary in CP, I did notice same level trainers get the same CP Pokemon.
I do think at a lower level, you'll have less chance of catching rarer Pokemons because of lack of better Pokeballs and Berries.
We gotta stop posting this making me want to go ahead and risk it all
yeah level plays into the CP and how easy/hard it is to capture. but theres no level that determines if it will show up or not. aside from that though itll be the same dratini everyone else in that spot is catching.question.
how do levels play into the pokevision thing?
For example... somebody that is a super low level, lets say less than level 5. I haven't tried it yet, but if they were to use Pokevision (or any of the alternatives) and he finds, lets say, a Dratini on Pokevision.
Since he's such a low level, would he still be able to locate it and catch it, and if so would his level dictate how high the CP would be on the Dratini?
In other words can you open a new account and straight flourish using pokevision or do you have to get your levels up first?
Im trying to figure out if they only allow you to access certain mons once you've reached certain levels or if you can find and catch everything (provided you know where they are), even at level 1.
yeah level only plays into how much CP it is and how hard/easy it is to catch. other than that all the other stats are static
where are those Dratini & Charmander nest in Westchester/NYC/NJ
