You can phrase the events w/e way you want to. Goku shrugged off being a saiyan, having a brother, allying with Piccolo, dying, meeting king kai, and all that other ****. The second he bumped his head and had that personality change son has had no character development worthy of note. He doesn't reflect on ANY of the things that have gone on in his life. He just goes with the flow.

Vegeta by far experienced the most development. Then came gohan then piccolo and then android 18. After that no one else experienced any real character development. They were pretty much the same person for the entire series.
So we're going to act like Goku coming to earth, being adopted by a human, being taught human ways, learning martial arts from Master Roshi and meeting Krillin developing a friendship, meeting bulma and getting married, meeting his arch nemesis piccolo only later to become an ally, having a son, meeting his biological brother and learning his true heritage and background, dying and meeting King Kai and learning new techniques in another world, coming back eclipsing everyone in power, going to another planet afterwards and unlocking legendary powers only thought to be a myth by the universe ain't the most character development in the series?

Vegeta shed real tears on planet Namek and came to terms with his mortality and ranking among the top fighters for a moment. That's not just bad guy becoming a good guy. Vegeta was still a bad guy then. Piccolo sacrificed himself to save his enemy's son who he bonded and cared for, then went on to reconcile with his good side and defend a planet he originally he wanted to take over.
It's not just cuz Goku was a good guy. Toriyama wrote him as a pretty shallow straightforward character. Plenty other good guys in other works of fiction get character development. Goku got little to none.

There was some whole bs about Goku coming to Earth and evil enemies would just keep coming to fight him so it'd be better off if he stayed dead.
I'm not even saying Gohan got more character development I'm just saying Goku didn't even really learn that lesson that you gotta kill your enemies. How many eps it took him to kill Freeza!!! Son spent what must've been hours on a dying planet trying to spare dudes life so he could power up and come back for revenge
