Even though he's creepy... I hate to say it, but he's not breaking any laws.
As others have said I think he's just tricking on these broads and is no different from other tricks who have a stable of girls.

Kellz probably has a map of the age of consent and goes with the law pertaining to that state. If you look Georgia is 16 and Chicago is 16 or 17. Dude is operating within those jurisdictions and that's where he sets up shop with the Taz Angels type houses.
That's why he doesn't have the girls leave the houses or travel without his approval because then they can step into a state or jurisdiction where the age of consent could be different.
He can have his house or girls in Georgia where the age of consent is 16 and have a bunch of 16 year old girls there, but if they travel to Florida where the age of consent is 18 then he'll face legal action.
