Izzy also grew up in NZ. As someone who also did, I can tell you with certainty about 10 people in NZ (US ex-pats excluded) know the weight behind America's history with African Americans.
The knowledge goes as deep as "black people were enslaved", nobody knows the details about how ****ed up things were and the ramifications that still exist.
I've never used the word because I've always taken a huge interest in American history and politics and know the weight behind it, but it wasn't until I moved here till I understood the gravity of race relations. While his "I'm black I got this" comment may be technically true since he is black, my personal opinion is nobody apart from African Americans should be able to comment on how and when that word should be accepted.

Culturally, Izzy is a neophyte .
He doesn’t have the history or context of why Rogan’s racist clip is problematic. He maybe black. But he’s not African American. He may consume the music of African Americans but has no idea of how blacks have struggled for hundred of years due to oppression and hatred.
He might see BLM. But he probably doesn’t understand why their lives matter.
America is a special place. I’m surprised though. He fought in China. They’re very xenophobic.

Yeah pretty much. I've realized over time and through a lot of convos that if you're not black and living in America, you probably just don't fully understand the full scope of what has happened here, what's currently going on here, and the weight of that phrase in American culture, even if you're a black man from another country. Not necessarily an excuse, but just reality.
And if you travel enough you'll find that plenty of countries have hot button issues/phrases that from the outside looking in don't seem to be a huge deal. It's different when you're born and raised in it though. Some things get lost in translation in the global society we're now living in.
With that said, it wouldn't hurt for someone to get in Izzy's ear and tell him to maybe take a pass on speaking on those types of issues in the future.
