I think English is one of the few languages to do it, so I won't fault anyone whose first language isn't English for putting it afterwards while writing. But even when speaking English it comes after. I heard the only reason it's done in writing is to prevent fraud.
But if English is their only language and they write it after the number, then yeah they look dumb lol
