Make the bottom feeding teams play in a tournament in season and whoever wins they get an extra draft pick or something. The team that finishes last in that tournament gives that pick to the winner. And if it's their only pick for the yr then oh well.

That sounds like a preseason tournament.

There isn't enough parity in the league for that to be attractive to TV Networks and viewers.

I like the tournament idea, but breaking up the tournament by divisions is planning to fail.
