Why am I supposed to look at my bi-weekly income and not just my 2014 earned income, like in years past? Am I missing something?

I filed by paper/mail maybe 4 weeks ago. Got my state about 2 weeks ago, when can i expect my federal?

 Long day yesterday... Might have been that I was looking up 2014 info instead of 2013! Thanks for looking out though!
