What you think control means?
I say this as an attorney, we get copies of the completed draft bills to make comments and ask questions
They don’t sit with us and start from scratch
We even have to point out simple stuff like spelling errors.. or redundancy within the bill or conflicting issues with preexisting laws
However most of the time we don’t even see the bills before they are enacted (like say if they sign onto some sort of treaty because of membership to some sort of global organization and have a set date by which a law has to be passed).. and that’s where amendments come in
