I can't dig into this right now but when KD left I don't think the DVE existed if we're talking about people taking less money to go do whatever as a whole sure that's valid and I'm on support of that.
In the context of this specific rule it's only been offered 4-5 times no? I guess you can say that KD didn't even bother trying to get it so they could give it to Steph, but of the players that have actually been offered it I believe it's 4/5 in terms of signing.
