If one of the bulbs in my left headlight is dead, would that make you fail a state auto inspection?

Yes, you will fail if you dont replace it before you get it inspected.

Believe that it does mean that you fail the test. Everything must be working properly.

You wont actually fail, they will charge you to fix it before they pass you
