As for Halloween bottles, you should expect to have table minimums bumped up and the possibility of bottles being bumped up by up to $100. A lot of DJs are coming in that weekend to the Tier1s.
To give an idea, XS on Monday of Labor Day was $525 for premium vodka (Ciroc, Grey Goose). Last year, Halloween night at The Bank, ALL bottles of vodka were $575. So it'll vary.
Yeah well I just learned that Halloween is a State holiday on that Monday so no one has work or school. They will probably bump the prices for that Monday.

depends what you are looking for.  i have never stayed at The Signature myself, so I dont have any first hand experience there.

In terms of the room itself, I prefer Mandalay over the rest (Signature might be up there too though, heard the rooms are nice).  Luxor rooms suck.  I think TI recently remodeled (havent stayed there in ages) but I cant imagine that the rooms there are as nice as Signature or MB.

TI is a bit closer to the action in terms of strip placement.  I am a South strip guy myself but mostly cause I like to gamble, drink, eat, more than go clubbing or meet girls (for full disclosure, i am a boring old married guy with little to no game even if i was the type to be unfaithful).  I just hate Luxor all around, everything about it.  The rooms suck, the casino sucks, the club inside sucks (LAX), the food sucks, you name it, it sucks.  I really enjoy the MGM Grand as a hotel myself.  The thing about Signature though, I heard its a loooooong walk to the casino floor so bring your walking shoes.

depends what you are looking for.  i have never stayed at The Signature myself, so I dont have any first hand experience there.

Yeah I heard about the walk too. I said it shouldn't be too bad since it's connected and everyone keeps telling me I'm wrong and it's long. I trust them cause I've never been. Thanks

State holiday doesn't really make much of a difference. It's friggin' Halloween and it's only a Monday. People are going to be out and prices are going to be insane no matter what.
