The scene where Unser walks in on all the women in Tara's office....Wendy said something like "she wants me to feed her with all your dirt i can." So its pretty clear to assume that she and Tara are working together and plotting to **** on Gemma and Jax.

Can the gun get traced back to Gemma? May follow the theme of framing someone with their gun to get Gemma out of the picture i.e. shoot Tara and frame Gemma. That's probably a little extreme though.
