Not in 1990. I believe the 2007 retro was the first black metallic release with the 23, but it was the wrong font and that release had the Jumpman on the heel rather than Nike Air. So no, a copy of what MJ wore in 1990 has never released.

i missed metallics last time and refuse to pay the resale prices so these are a must

What are a must? There's no scheduled release of these again that anyone knows of. I guess you just mean whenever they return, which could still be years away.

It's most likely the 2000 version that Ichiro Suzuki is wearing here. It's also surprising he's wearing Jordans because he doesn't strike me as a person who would be into popular or flashy shoes. He looks like the type to wear something nondescript with his street clothes because his playing style wasn't flashy but pretty fundamental, which was still great.
