I thought I remembered an early point of emphasis for the company being they would have clean finishes and not have too much interference/make the refs look stupid, but it now feels like it happens almost every match.

You have to remember for as much of Japanese wrestling / Smart Mark fan TK is/was, he was also a huge Attitude Era fan. So he is just doing what he saw goofy WWE do during one of their supposed greatest periods.
