Never mind. After reading it all over again, I think I understand. The government has been giving insurers money so that insurers can afford to give low income people insurance, and now the government wants to take that away.

if house flips and investigation goes into the winter, then a lot changes. my worry is if he survives (even if the rest of his family ends up in prison) that he'll go into 2020 looking even more untouchable.

Over. I'd be surprised if it's not at least another whole year. An aspect of the probe like interviewing the president would likely be dragged out for months and I don't see Mueller releasing his final report before having interviewed Trump. I'd put it at way over 6 months just off that.
For reference, Kenneth Starr was appointed in August 1994 to replace the former special counsel investigating the Whitewater controversy. Starr released his final report in September 1998.
Mueller's probe is certainly proceeding at an incredible pace in every aspect though so it's hard to compare it to previous history of special counsel probes. Mueller's authority is also pretty broad so there's a lot to investigate. His authority is to investigate Russian interference in the 2016 election, any links or coordination between the Russian government and individuals associated with the Trump campaign, as well as any matters that arose or may arise directly from the investigation. If the number of indictments, guilty pleas, cooperating witnesses, ... is any indication there is plenty more to investigate.
Of course that's assuming the Mueller probe doesn't get shut down prematurely. Trump has already ordered the firing of Mueller once before. He'd do it again in a heartbeat if his WH legal counsel and associates would let him get away with it.

After the midterms like Rusty said. If they can take the house for in ‘18 somehow they will have the power to overrule and then can do both a proper mueller and house investigation.
Mueller seems to be building something large and leaving no stone unturned. He is thorough and moving at a fast pace as is. Problem is people don’t realize how long a case like this takes to build. Think of drug cases that took down large people. Some took 2-3 years to build evidence. This is not much different.
Honestly, the best thing that could happen is have this case over trumps head as he is running for re-election in 2020 and then dropping the hammer on him and everyone else maybe a few months before the election. It would leave the Republican Party in complete disarray and the Democrats can run on the mantra that the right didn’t do anything but embrace this and used him as an enabler.

For what it's worth, I have a friend who has worked at a solar panel place for the the last 5 years or so. He said that once trump took office, orders plummeted and that business is really shaky because their customers have no idea if they can invest and if it's worthwhile to purchase solar.
