I just mentioned a few things, there was record unemployment and work on opportunity zones advanced by this administration as well.
There was also another proposal advanced at the end—The Platinum plan.
So short answer, no. It wasn’t just limited to an HBCUs and people who have been accused of crimes.
That said there is an issue as it relates to criminal justice reform and the disproportionate impact it has on black people. So your attempt to handwave the significance of it is silly.

That said, ALL white people are racist due to the system that supports them, and I am going to vote for Donald Trump because at least he does not hide his racist behavior behind an false flag of democratic ideals.
