I always use ultraballs to catch eevees because they are hard to come by and I want a guaranteed catch.

It should not cost me 4 ultraballs and razzberries to catch a cp250 eevee!!

Regarding proposed fix #3....

I pulled up to my nearby gym on my way out the neighborhood. I see it being attacked, but nobody in sight (suspect a spoofer or very small child hiding in a bush). As soon as the gym went neutral I tossed my pokemon in there, collected my coins and dipped

For the magikarp? Silph road says the max hp for my level is 34. Don't know how accurate it is though

Doesn't show the exact location but it's more specific than footsteps.

Charmander drained my sack
Then I had to run to a pokestop and reup
Then run back to the spawn spot with 3 strokes left
He fought through all three loads
Then I had to run back again! To a further pokestop armed with one great ball and a razz

He finally submitted after that PillsBerry kicked in
