ORLANDO - Following through on his vow to bolster his team's depth, Miami Heat President Pat Riley moved closer Tuesday to signing James Jones to a free-agent contract, reaching terms on a deal with the former University of Miami 3-point specialist.

Riley declined comment at the Orlando Pro Summer League.

With the free-agent signing period to commence at midnight, a five-year deal has been worked out with Jones, starting at $4 million for next season. The final three years of the contract would be conditional, to protect the Heat for the 2010 free-agency period.

In addition to signing Jones, the Heat also stood poised at the midnight opening of the free-agent signing period to use part of its salary cap exemptions to sign second-round pick Mario Chalmers.

The Heat opted to offer Chalmers more than the rookie minimum based on his play during summer camp last week at AmericanAirlines Arena and the first two games of the Orlando Pro Summer League, in which Chalmers has averaged 15 points and 7.5 assists, as the Heat's most consistent player. Chalmers has yet to sign.

Jones played last season for the Portland Trail Blazers, after previous stints with the Indiana Pacers and the Phoenix Suns in his five-year career. The 6-foot-8 forward closed this past season ranked third in the league in 3-point percentage at .444.

The Heat has been searching for a 3-point specialist after losing Jason Kapono, James Posey and Damon Jones in recent years.

With the signing of Jones and the added money used to secure Chalmers, it almost certainly means the Heat would now have to turn to the trade market to fill its voids at center and point guard -- unless Chalmers has become viewed as a potential starter.

With Portland loaded in its perimeter rotation, Jones last month opted out of the $3.2 million on the final year of his Blazers contract to become a free agent July 1. His Heat contract will guarantee more than $8 million over the next two seasons, and considerably more over the following three.

Jones, a Miami native, has spent recent weeks working out at the YMCA in Weston, splitting his time between core training at the second-floor weight room and 3-point shooting sessions when summer campers there vacate the gym at midday, often interacting with the youths.

Jones also spent time with Heat forward Michael Beasley, when Beasley last month made his pre-draft visit to AmericanAirlines Arena. Beasley and Jones are represented by the same agent, Joel Bell.

The Philadelphia 76ers have apparently won the Elton Brand free-agent sweepstakes.

NBA front-office sources told ESPN.com on Tuesday that Brand has informed the Sixers that he will accept a five-year dealworth an estimated $82 million and spurn what was presumed to be a slam-dunk return to the LosAngeles Clippers to hook up with Clipper-to-be Baron Davis.

The Sixers cannot formally sign Brand before midnight, with Wednesday serving as the first day that NBA teams canofficially complete signings and trades after the lifting of a leaguewide moratorium which began July 1.

But Philadelphia has secured Brand's verbal commitment, sources said, after first reaching an agreement in principlewith the Minnesota Timberwolves on a trade that, according to sources, will send Sixers forwardRodney Carney, center Calvin Booth and a future first-round pick to the Wolves without Philadelphia having to takeback any salary. The Associated Press reported on Tuesday that the Sixers will receive a future second-round pick in return.

That trade will shave nearly $3 million off the Sixers' payroll next season and increase what was already substantialsalary-cap space, positioning them to sign Brand to a five-year deal believed to be starting in the $14-to-15 million range. Exact figures are expected to beavailable later Tuesday evening when the league reveals next season's salary-cap figure to its 30 teams and the media.

Said one source close to the process: "Elton wants to go East."

Another source had described Brand as leaning "70-30" in favor of going to the Sixers and didn't rule outthe possibility that the Clippers could still increase their five-year offer beyond the latest estimate of roughly $75 million. The Clippers are also the onlyteam in the running with the ability to offer a no-trade clause to Brand, something that only one other player in the league -- Staples Center co-tenantKobe Bryant -- has in his contract.

Philadelphia's shedding of two salaries to set up a major free-agent signing is reminiscent of the move made byBryant's Los Angeles Lakers in the summer of 1996, when then-Lakers personnel chief JerryWest sent Anthony Peeler and George Lynch to the then-Vancouver Grizzlies, creating the cap space that made it possible forL.A. to sign Shaquille O'Neal away from Orlando.

Getting Brand away from the Clippers might not quite have a Shaq-sized impact on the Sixers, but it would be anundeniable coup for Philadelphia on a variety of levels.

Brand is the proven power player Philadelphia clearly lacks on an otherwise promising roster that won many admirers aslast season progressed. The Sixers extended Detroit to six games in a first-round series more competitive than many anticipated and, if they can formallysecure Brand's signature, would be adding a two-time All-Star to veterans AndreMiller and Andre Iguodala, top youngsters Louis Williams and Thaddeus Young, and the considerable wingspan of Samuel Dalembert at center.

A move to the East would also come with on- and off-court benefits for Brand, sending him to a conference with far fewertitle contenders and moving him closer to his East Coast-based family with Brand and his wife expecting their first child this fall.

If Brand indeed goes through with his apparent intent to join the Sixers, such an outcome is bound to be widely brandedas a shocker after he and agent David Falk announced last week that Brand was opting out of the final year of his previous contract (worth $16.4 million) togive the Clippers more payroll flexibility to strengthen the team around Brand. Within 24 hours, L.A. responded on the first day of free agency by reaching averbal agreement with Davis in what easily ranks as the biggest free-agent coup in Clippers history.

Brand told ESPN.com on June 30 that his "intention is to stay" with the Clippers, while Falk spokeoptimistically of Brand signing a deal to "finish his career with the Clippers" if the team could make another significant personnel acquisition ortwo. ESPN.com reported late last week that Davis was the player Brand specifically asked Clippers management to chase in June.

During the ensuing week, while L.A. has been trying to convince its 29-year-old franchise forward to stay, Brand has alsobeen weighing an offer from the Golden State Warriors believed to be worth more than what theClippers or Sixers can offer him. After Davis informed the Warriors that he was leaving the Bay Area to sign a five-year deal worth an estimated $65 millionwith his hometown Clippers, Golden State responded by presenting Brand with a five-year offer worth an estimated $90 million.

The Golden State Warriors on Tuesday conceded defeat inthe chase for Elton Brand's signature by quickly moving on to new targets andreaching a faster-than-expected verbal agreement to sign unrestricted free agent CoreyMaggette, according to NBA front-office sources.

Sources told ESPN.com that Maggette decided against waiting to see if the Los Angeles Clippers would lose Brand to the Philadelphia 76ers -- which could have created an opportunity to stay with the Clippers -- to take amultiyear offer from the Warriors at a starting salary above the mid-level exception, which is expected to approach $6 million.

The Warriors and Clippers are two of the few teams with salary-cap space to spend on free agents above the mid-level,along with Memphis. Philadelphia was on that list before reaching a verbal agreement Tuesday to sign Brand away from the Clippers.

Golden State responded to the loss of BaronDavis to the Clippers by offering Brand a five-year deal worth an estimated $90 million, but the Warriors never came as close to luring Brand away fromL.A. as the Sixers.

Maggette drew serious interest from several top contenders who are over the cap and only had the mid-level exception tooffer, including Boston, San Antonio, Detroit, Utah, Cleveland and Orlando. It was presumed that Maggette was leaning toward signing with the Spurs if hecouldn't secure an offer from a team with cap space.

The Clippers, sources said, expected to respond to the departures of Brand and Maggette by making a hard run at Atlanta Hawks restricted free agent Josh Smith, who was Philadelphia's No. 2 target behind Brand. If the Clippers elect tosign Smith to an offer sheet, Atlanta would have seven days to match.
