Kicks/knees to the head while a fighter has a knee down is illegal in the UFC

Some other promotions allow/have allowed kicks/knees to the head to a fighter who has a knee down

Demetrious Johnson for instance just got floored with a knee while he had his knees on the ground in ONE FC
