I would think it has more to do with the TV deals being renegotiated
People want to see stars, Silver wants to guarantee broadcasters stars will play.
I don't think the Player's union should have agreed to it without some sort of major concession going the other way. Like more all star spots or another all NBA team

I'm talking about the league in general. Those 3 names do play defense but wear and tear ain't the reason Kawhi and AD was sitting out 20-25 games a year and now they're not.
