If “wasting a cops time and resources”, like the empire dude, is considered punishable by jail, then why isn’t the opposite?
Why does it seem acceptable that a cop can waste plenty of time on their own-doing?

Because that's the way our society functions unfortunately. Cops, courts, corrections and politicians take care of their own. It's a giant circle jerk. Cops get away with things that most people would catch a case for.
