If 18 increases to 19, that brings the total to 101%

your brain must be hurting.  let's look at it in units of total votes.  hypothetical situation:

Rskiver's can has 10 votes
Subway can has 12 votes
Can X has 2 votes

If you vote for Can X, it now has 3 votes.  Rskiver is still down 2 votes.
