In the root of your MIUI theme, create a folder called "com.android.systemui", make sure you add the sub-folders of this file, I've attached the pic below:
Now download this MIUI Theme Template, navigate to the "com.android.systemui > res > drawable-hdpi
In this folder you'll see all the default .pngs of the system UI and notifications etc. Pic below:
From there, just go into photoshop and do your modifying. Make sure you rename your custom .pngs exactly as the default .png you are modifying. Save them in the "com.android.systemui > res > drawable-hdpi" folder that you created in the root of your .mtz earlier. Note, if you are using 7zip to open/package your .mtz theme, files must be dragged over, they cannot be copied.

^ if i do not modify all the symbols do i still need to drag over all symbols to my customized theme or just drag over the ones i modified/changed?
