Figured it out, it was because it was plugged into a power outlet rather than the wall, so just redid everything to plug it into the wall about to try and see if it still makes the noise

Forza 7 is stunning visually but holy hell the game is bad. The story and progression style is awful. Nothing like games previous to the series.
