I guess because DC is right along the coast, next to the beach. I used to live out in the Richmond District, and the avenues are always foggy too.

I went through all these pages of nonsense, I just want to say I agree with the original poster.
I'm from the bay, and I didn't realize how different LA was from us until I went to college down south. So-Cal people (more specifically LA people) seem like they take every little thing so much more seriously than us Norcal folk. Sure I'm bias, but I like to think this is a pretty safe observation.

LA= If you're into that laid-back paradise/vacation sort of atmosphere.
San Francisco= More metropolitan and urban which is the way I like it, with a lot of laid-back intellectual folks and generally acceptant people.
The rest of the bay= Honestly, it can be either fashion forward/free-spirited or hood. Depends where you go.

I'm from NorCal but I went to college in SoCal. I think SoCal is a little bit more relaxed and laid-back. There's a more "chill" vibe down there. That being said, NorCal is still better
