But yeah OP I've dealt with a friend with similar troubles before, the best thing you can do for him is put him in enviroments where he will basically have to interact with people. Sports and stuff seem out fo the question but you said his parents arent really around a lot so throw a few kickbacks at his spot. Be sure to let your friends know whats going on so they wont feel put off by him being antisocial and make an extended effort to befriend him. I wouldnt invite a lot of girls either that will only make him nervous. Keep it small if you can.

After that he will be more at ease and ready to go out. Getting him laid should not be the objective, explain to him that not everyone loses it before college and hes simply not ready. The aim is to get him more comfortable around people and then he can move towards that on his own.
