Interaction Menu --> Vehicle Access --> Select: 'Nobody'
You can always kick a person out while they're driving your whip...
Once you do that, you gotta ride down on whoever took it and let a couple clips fly in his direction...

^Good look. And yea, I would have chased him but he drove that ish out to Paleto Bay, I told him to blow it up but he left it and that's when I blacked out. I sprayed him about 15times, he ran away into a mission because I kept circling the block.
