This is false

-It was Clinton that pushed through the last major bit of immigration reform, with Republican support. He didn't listen to immigration experts at the time and it ended up making flows higher because it took away legals methods people used to come to America for temporary work

-During the Bush error that was a major push for a bipartisan deal on immigration. It was a major news story. Jon McCain was the main guy in the Senate pushing for it. Dem leaders and Bush were down for it.

The Republicans walked away from the deal because right wing media, like Rush Limbaugh, went nuts and the racist backlash in the GOP base caused the Senate Republicans to walk away from the deal

-During the Obama error, Obama changed they way they counted deportations to make it seem like he was deporting people like crazy. He thought he convinced the GOP back into the deal. Stronger border enforcement, for a path to citizenship for people already here.

The GOP refused the deal. They couldn't be seen working with Obama. Those who seemed open to it backed off it once right wing media got on them.

During one of the speeches where Obama announced the program to help Dreamers he even called out the GOP for not coming back to the negotiating table.

-Nancy Pelosi offered to negotiate giving Trump some of what he wanted, including funding some of Trump's wall in exchange for concession in other areas

-Biden is the one who offered the current deal. The Senate is negotiating but far right Senators and House Reps want to sink any deal. The Speaker of the House this weekend said he is against any bipartisan deal.

Trump rejected this deal. He wanted it his way or not.

It is the Republicans that want a "border crisis" because it helps them politically. People stupidly think the Dems position is open borders and the GOP stops flows.

But this is nonsense. Obama got flow to is lowest point in recent history.

It would take a massive law enforcement effort to them to find everyone working illegally. Most business owner would probably skate if they could show they were provided false or stolen info.

And many of those in limbo have legal work visas.

And many work for themselves, as nannies, housekeepers, etc. So law enforcement will have to arrest people like couple that hire a nanny that is undocumented.

People come for work, safety and economic mobility. But the fix to this situation is not easy or cheap.

It would take tens of billions increasing capacity, hiring agents, international aid and most importantly changing immigration laws to decrease the incentive to come and stay permanently.

It isn't an easy fix, it isn't a both sides issue. Once side has done more sabotaging, and one side has the incentive to keep things a mess so the border issue stays in the news.
