Criminal justice disparities don't exist only in Chicago.
Are you suggesting that Black Americans are somehow predisposed to this "culture of depravity?" (aka "culture of poverty," as described by former Democratic Senator and Nixon adviser Daniel Patrick Moynihan.)
You can see how this is just an end-around. "Black people aren't culturally inferior... it's just that they're more likely to be culturally inferior - in a totally race neutral way that has nothing to do with them being Black except that they're more likely to be culturally inferior because they're Black!"
How did you come to believe in this theory? What support for it do you have?
Surely you're not just inferring that someone suffers from a "culture of depravity" based on social outcomes. That's a lazy tautology.

So it is this culture of deparvity that cause black people to stop and search at higher rates, get harsher sentences for nonviolent drug crimes even though they consume drugs at the same rate as whites, it this culture that makes unconsitutional policing methods ok, and it is culture of deparvity that makes it justified for black neighborhoods to plundered with civil forfeiture, and municipal fines. And I guess this culture of deparvity also makes it cool for black sites to be established to suspend suspects consituational rights and this culture also forced the Chicago police department to be so corrupt that the DOJ had to get on them.

If you feel something is being misinterpreted, this is your chance to correct the record. Saying "it is what it is" doesn't just leave things up for interpretation, it requires interpretation.
Your current "theory" appears to be that Black people are arrested more frequently, prosecuted more frequently, and sentenced more harshly than White people because of this "culture of depravity," yet you've made no effort to articulate why this is, what the "culture of depravity is", and why you believe it has such a disproportionate impact on people of color.
As such, your theory has all the rigor and merit of an explanation involving "evil spirits."
Your belief in this "culture of poverty" appears bereft of empirical support. Why, then, should anyone believe it to be anything other than stereotype or confirmation bias?
I've yet to see you present any evidence to demonstrate that Black respondents in public opinion/values surveys (NORC, etc.) have been more likely to express support for attitudes or beliefs consistent with a "culture of depravity." Even if we assume this to be true as you likely have - remember what you just said about assumptions - you've yet to offer any explanation for why you feel that's so other than "it is what it is," which is a non-explanation.
Your explanation sounds an awful lot like an unsupported negative generalization about Black people. I suggest you clarify or modify your beliefs accordingly - and consider the effect that such beliefs might have if widely held.
If a police officer, prosecutor, or judge believes what you do about the "culture of depravity," and they assume that Black Americans are more likely to be "culturally depraved" for similarly unspecified reasons, how is that different in practice than if they believed Black Americans to be "culturally inferior" as a whole? Because you've replaced "all" with "most" or "most" with "statistically more likely (in absence of statistics"? If people believe that a Black citizen poses a greater risk or is more likely to be "depraved," would that not result in the very discrimination you claim doesn't exist?

Let's just accept the reality that like Trump, he's not going anywhere. The majority of you guys give him power by entertaining the garbage he spews. I've said at least a dozen times now, use the block button on him; everyone! This isn't just an individual who has opposing views to the majority. This is an individual who can't engage in a an adult like conversation. This is an individual who is incapable of admitting when he's wrong. When anyone engages in any back and forth, they lose.

At this point, you don't need books to see what Chicago has done to the areas Black folks live in. Go there, drive around the south and west sides, and look at all all the closed factories. Open the Chicago Reader (free) and read about how the mayor is giving away public assets for quick money; read about how there isn't money to keep public schools in black neighborhoods open, but there's more than enough to build a basketball court for DePaul. Watch the countless roadblocks in minority neighborhoods that don't produce **** while drunk cops and their families drive up and down the streets of the NW and SW sides.
But this fool and his buddies wanna talk about "whadabout Chicago?"

Ninja has been like this from the jump. No one in here made him like he is. If everyone blocked him, he would take his vile steez to other threads and antagonize more and more to get a reaction.

Street stops by NCYPD officers have decreased substantially in recent years, yet racial disparities persist.
Even though Black and Latino citizens were disproportionately suspected of violent crimes, police were more likely to find guns on White citizens after a search:

Speaking of redlining, the greater the percentage of Black residents in a neighborhood, the more street stops occurred. Per the report: "the estimates suggest that the number of stops remained higher in minority neighborhoods than can be explained by crime reported in the prior month."

why would they believe that? a culture of depravity is not unlike a ideology, where a group of people regardless or race, sex, creed, etc. buy into doing bad ish. da only think that removes that kinda culture is a positive replacement in its place.
humans imo are like computers in a way that their social programing is their user interface to da world. if you load up a IBM and boot it with snow leopard, da IBM is gonna act like a imac regardless of its hardware origins.
when you load up da social programing of cultural depravity in someone, and this same person wasn't given strong programing of morality (which is subjective but for da sake of da conversation ill dubb it layman good guy) da person is gonna be a villian, cuz that's all it knows.
i just did jury duty last month, home boy was from east new york in a stash house with mad drugs and charged with possession with intent to distribute coke, pills, bud, etc... homeboy ended up skating on all charges, you know why? because no one assumed da stuff was his because of his race.
if that was my dude? i would've told him from da jump "why you chillin in stash houses with drugs?" there's alot of dumb choices that god lets his creations make before ish hits da fan...race isn't something that factors into preliminary bad decisions.

It is funny because tons of black families when they moved from the deep south into cities like Chicago acted in exactly the way dudes like Ninja demand.
Did everything right, worked hard, solid family life, asking for nothing but a fair chance at life.

Ninja has addressed this in the past.
Apparently the black and brown residents of those targeted communities need to be thankful for the NYPD cleaning up their neighborhoods.
This was after we pointed out the unconsitutional implementation of stop n frisk too.

I quoted your reply to reiterate your message, but I should have realized that you'd take it as a slight to you specifically; I wasn't. Your dead wrong too about me telling people to block him and then I get into it with him. Ever since the platform move, he doesn't exist to me when I visit NT. The platform is so good it doesn't even show me when he's quoted. When I come in here from time to time, it's clearly obvious he has you and other members chasing their tails in conversation with him. judge said stop and frisking wasn't unconstitutional, da use however had to be narrowed. NYC complied, we're still going down on crime now.
fighting crime is like pest control, you zero in on da source, kill it, and make sure da environment is optimal to prevent a re-infestation.
