You can't ban consensual sex against 16 year olds because they're allowed to have sex......with other 16-17 year olds. If a girl who's 16 has consensual sex with another 16 year old it's often bc she's attracted to him or dating, etc. If a 16 year old girl has sex with a man who's much older, it's often bc he offered her money, gifts, trips, and so on. That is why the law exists. A young man doesn't have the power or financial assets to coerce an impressionable girl into smashing.

I agree with your post in general but I don’t think this sentence isn’t entirely true. Spoiled rich kids have access to funds, perceived power amongst their powers and influential parents who could/would put in favors for their “girlfriends”.
