Martin would be a member of the military forces that is combat ready.
Of course the level of "ready" is not going to be constant across the board for either side but I'd have to assume that the majority of the armed forces are trained decently while the majority of the public would be self taught.
May be I'm over simplifying it but I liken it to comparing somebody who picked up playing a sport compared to somebody who trains people in the sport.

a single drone can take down ANY civilian militia in 23 seconds. Lets not go down that route. There has to be a better way.
At the end of the day tho, everyone should be able to agree that no civilian NEEDS an automatic weapon
