No, he put his back in when he took Caesar to the Sunny. 
I don't think he's dead at least not yet since he was thinking "Kora-san" right after he was shot, but he's probably close to death if he is alive.

Once he gave that OK I'm pretty sure they all will go wild. Zoro has to DD is right in from of him an Luffy. Bastille is around the corner, and Fuji just showed up. It's taken forever for them to go all out

I still find Fuji's DF powers to be absolutely absurd (I know, I know. This is OP I'm talking about. ). To be able to bring down a meteor from space like that makes me believe that his powers have no range limit, and if it does it has to be in the 10's of thousands of miles range. If he wanted to, I believe he can strike anyone on the planet with his powers. All while being blind with Zatoichi-esque powers on top of all that. :x

Yo, Doffy hands down the coldest bastard in One Piece. Pulled out the pistol to finish the job and just murked Law in broad daylight. Gully. And his fight with Law was good, as expected he has excellent hand to hand combat skills along with his DF. Gave Law that sweet chin music And Kora must've been the previous Heart seat, maybe even a D. This dude Dellinger walking around in boy shorts and high heels I really like the crew meeting. Franky going off is gonna be especially if he gets the Iron Pirate. Things are about to get hectic, if they already haven't and I love it

I wonder if Law's crew decides to show up since his Vivre card should be shrinking like crazy, cause there seems to be too many people for the Strawhats to fight.

Doflamingo took it back to his celestial dragon roots by shooting people who he feels are below him rather than using his powers.

Oda loves cross dressers and okamas. He's responsible for the one in Ruroni Kenshin, he's got a bunch in OP, and now it looks like Dellinger is one.

Pretty sure he meant the Will of D and not Dragon specifically, since when he took Luffy to Amazon Lily after Marineford and found out Luffy knows Rayleigh he mentioned there that those with D are known to bring storms. I think the quote was "The 'D' will always bring a storm without fail" he probably meant they bring chaos, change, and excitement where ever they go.

We do not know what the signficance of D. name is yet. but the manga has referenced it a number of times, as a name that is associated with great change and power.

The doctor on winter island (chopper saga), elders of Holy Land of Mariejois, rayleigh, Nico Robin, and Law have all referenced the Will of D. But you can infer that more lowkey characters, mainly older heads from roger era, know about D (like the old bartender in loguetown at the beginning of the adventures), plus pretty much all the roger and non roger era marine admirals...

Law being the exception since he isn't old. and Nico Robin...well her specialty in addition to slap boxing people, is intelligence gathering. and lord knows what she knows after potentially meeting (and training) with Dragon himself.

Yea they do, especially the officers. A couple posts back I said Law's crew may have seen that his Vivre card is shrinking and they may head to Dressrosa, that could help balance things. But once the person who makes toys is defeated most of those fighters will probably ally with Luffy, then Chinjoa will too, Bart definitely will, and if Bellamy survives Dellinger then he should join Luffy's side. So I could see Luffy getting a lot of new help to combat Doflamingo's family, the marines, and CP0 if they're still around. Oh and there is the dwarves who have crazy physical strength. When Wicca (the dwarf hanging out in Zoro's shirt) threw her tantrum she crushed the ground and caused a building to collapse. There are so many players in this arc that it makes it hard to predict the fight scenarios

he doesnt bring down meteors though he creates them. He cuts up the ground and makes a crater and sends the piece that he cut into the sky and back down again.

No he does bring them down. He has a gravity fruit. Here's a panel showing him bringing one down

that actually explains the other theory better. if he controls gravity that means he can send them up as if the boulders are light as a feather. then bring them down with a faster velocity to cause damage
