Question: is Olympic tennis always the same surface? Or, is it clay this time because it's in France?
 
Clay because its in France, the organisers get to pick the surface i believe.

Rio 2016 was hard court, but London 2012 was at Wimbledon.

Yep... up to the organizers. The Roland Garros clay is world famous so it had to be held there, while it was Wimbledon in London.
For LA, it will very likely be hard courts.
