I dont like the actor portraying rick's over acting either. He does it all the time, and with that southern accent just makes it cornier.
But the show is less about zombies, more about the struggle between humans. How humanity is slowly falling apart. I think they are showing that real well with the battle between the two camps.
Honestly they made the governor a goody-two-shoes which wasn't really a bad thing now that I look at it. It kinda made the contrast between good and evil less, and the struggle more real. Its crazy once you think about it though. People ain't gonna be all "hello neighbor!" in these types of situations i think. The zombies are becoming more and more the least of their problems as we progress through the series.
