Famb, like I mentioned before, the "element of surprise" thing is overblown. Russia knows that the US is on to them, they are probably expecting a strike to come one day.
In military conflicts, there is some advantages announcing your actions
For example, maybe they are using it as a threat to defer Russia from pulling something. The preferred outcome in this is Russia does nothing. America probably wants to do all it can to insure that outcome.

Guiliani and his ego just grabbed a shovel, burying himself and his reputation as america's so called "mayor". This is a good thing. New Yorkers of a certain timeline remember how devisive he was as mayor, then how 9/11 saved him. Quite possibly, the worst and most despised mayor in the history of NYC pre terrorist attacks. A stand up guy just spoke about Donald Chump, and what may be the possible motivation of his running for the office of President, a scenario that I find to be completely plausable knowing Donald Chump's penchant for free money. Mark Cuban again threw down the gauntlet of what if's. A few weeks ago the billionaire stated on air during a telephone conversation while on CNN, a conversation that Nike Talk's favorite Black man in denial stated did not happen, ninjahood, that he knew of two women who have not yet come forward, two women that Donald Trump has sexually assaulted. Today Cuban, the actual billionaire that has the resources to do battle with Trump in court, spoke of how Trump may have been offered twenty billion dollars to run for President of The United States, win or lose, just to disrupt the election. I happen to believe that this may be true.
