She couldn't have been talking about both of them as senators because control of the US military doesn't fall under Congress; it falls under the executive branch. Congress only declares wars while the Oval Office decides how conflicts are carried out, and the only way both of the aforementioned could change the rules of engagement is if they were part of the executive branch.
