Sure, ISS had a feedback system and seems to be far more lenient when it comes to bumping and expiration dates.
But compare the number of scams that occur over there vs. here on Niketalk. It seems like there's a "NT, I NEED YOUR HELP!" thread every otherweek because someone got scammed over at ISS.

Here at Niketalk, the number of scams is fairly low, and with the help of Niketalk's Detectives and other colorful characters, the scammers get dealt with.
Also, you'd be surprised at how many are unable to follow the simplest of rules.
