Barr's statement doesn't make Berman's statement a lie?

In order for Barr's statement to be true, Berman would've had to resign prior to or around the time Barr made the announcement.
There clearly was no such resignation, that's an undisputed fact. Thus Berman's statement is truthful.
Barr effectively conceding that his announcement of Berman's supposed resignation wasn't true.

The issue is with you saying clearly.

Barr said he had "stepped down."

He could have been under the impression that he had agreed to resign (this is not uncommon) and there was a misunderstanding on how it was going to be handled.

Berman could've got offended, made a spectacle, etc.

This isn't some unrealistic analysis.

Barr has little credibility in general to begin with, and only Berman's statement is actually supported by the facts.
Barr's own response concedes that his announcement wasn't true.
